Willingboro residents will decide school referendum on March 11
Willingboro, N.J. – On Tuesday, March 11, Willingboro residents will vote on a school bond referendum that would allow the district to sell bonds to fund critical building improvements. Polls will be open from 6:00 a.m. to 8:00 p.m. Residents can find more details at willingboroschools.org/reimagine.
Where to Vote
Voters should check their district map to confirm their assigned polling location:
J. Cresswell Stuart Early Childhood Development Center – Districts 1, 2, 11, 30
JFK Center – Districts 3, 4, 5, 6
W.R. James Elementary School – Districts 7, 8, 9, 10
James A. Cotten Intermediate School – Districts 12, 14, 20
Willingboro Fire House – Districts 13, 25, 29
Hawthorne Park Elementary School – Districts 15, 16, 17, 18
Garfield East Early Childhood Development Center – Districts 19, 23, 24, 26, 27, 28
Twin Hills Elementary School – Districts 21, 22, 34, 35, 36
Memorial Middle School – Districts 31, 32, 33
What’s on the Ballot?
Residents will vote on two separate questions:
Question 1: School Building Improvements – $49.7 Million
This proposal includes:
Roof repairs or replacements at seven schools
Gym annexes at elementary schools to free up classroom space
Modernizing school libraries into media centers
Upgrading science labs in the Middle and High Schools
Additional repairs across district buildings
State aid would cover 42% of the cost (approximately $21 million), reducing the burden on local taxpayers.
Question 2: Indoor Track & Basketball Complex – $18.2 Million
This proposal seeks funding to build an Indoor Track and Basketball Complex on the district’s Country Club Administration Building property. The Board of Education plans to generate revenue through rentals and corporate sponsorships.
Why This Matters
“This bond referendum allows the district to address crucial infrastructure needs that cannot be covered by the annual budget,” said Superintendent Malcolm X. Outlaw, Ed.D. “A successful referendum would secure state aid for 42% of the Question 1 projects, bringing taxpayer dollars back into our community.”

The district has hosted several Town Hall meetings to inform residents. Two more are scheduled:
February 26, 6:30 p.m. – James A. Cotten Intermediate School
March 5, 6:30 p.m. – Willingboro High School
A Virtual Town Hall recording is available online at willingboroschools.org/reimagine, along with an informational video explaining the proposals. Additional updates are being shared through social media, traditional news outlets, and mailed postcards.
